Javanese -- why not Canadanese?
Congolese -- why not Mexicolese, or Mexiconese?

Is [-ese] suffix ever used for white (WASP) places or people ?

The only examples i know of:

Viennese -- ok, i feel a bit better

Maltese
Portuguese
Napolese -- ???

Is racism an ingredient of the [-ese] suffix ?

Chinese, Taiwanese, Japanese, Vietnamese, Portuguese, Nepalese, Javanese, Congolese, Cantonese,

Rwandan [or Rwandese]

Burma, Burmese; Ceylon, Ceylonese; China, Chinese; Benin, Beninese; Bhutan, Bhutanese; Congo, Congolese; Faroe Islands, Faroese; Gabon, Gabonese; Guyana, Guyanese; Japan, Japanese; Lebanon, Lebanese; Nepal, Nepalese; Portugal, Portuguese; Siam, Siamese; Senegal, Senegalese; Sudan, Sudanese; Suriname, Surinamese; Taiwan, Taiwanese; Togo, Togolese; Vietnam, Vietnamese
